Article 1
This Standard is worked out pursuant to Article 4 of Fire Act.
Article 2
The “Fire Engines, Equipments and Manpower in Municipalities and Counties (Cities)” mentioned in this Standard refer to the vehicles, equipments and persons allocated in fire departments and associated institutions which is actually engaged in fire prevention and disaster rescue in municipal and county (city) governments.
Article 3
Fire-Engines and equipments in municipalities and counties (cities) shall be configured according to the actual circumstance of the area under the jurisdiction and the fire-fighting personnel. These include the following classes. But other new vehicles or new equipments may also be used with the permission of the central fire agency.
I. Fire-fighting trucks
(I) Aerial ladder fire-fighting truck
(II) Water tower fire-fighting truck
(III) Chemical fire-fighting truck
(IV) Water tank fire-fighting truck
(V) Reservoir fire-fighting truck
(VI) Foam fire-fighting truck
(VII) Pump fire-fighting truck
II. Disaster rescue trucks
(I) Rescue appliances truck
(II) Fume exhauster truck
(III) Floodlight truck
(IV) Air compression truck
(V) Disaster rescue command car
(VI) Amphibious car
(VII) Disaster perambulator car
(VIII) Chemical disaster disposal truck
(IX) On-site fire investigation car
(X) Fire guard car
III. Fire-fighting service cars
(I) Fire-fighting logistic truck
(II) Fire-fighting inspection car
(III) Disaster prevention promotion car
(IV) Earthquake simulation car
(V) Emergency repair car
(VI) Motorcycle
(VII) High tower training car
IV. Fire-fighting helicopter
V. The fire-fighting equipments are listed in Annexed Table 1.
The definition and necessary devices of the above-mentioned fire-fighting vehicles are shown in Annexed Table 2.
Article 4
The allocation of fire-fighting vehicles and equipments is as follows:
I. Fire-fighting trucks
(I) In a municipality, city, city under Hsien’s jurisdiction and township (town) with a population of 50,000 or more, one fire-fighting truck shall be equipped for every ten thousand people. In a township (town) with a population more than 30,000 but less than 50,000, one shall be equipped for every 15 thousand people. And in a township (town) with less than 30,000 people, two shall be equipped.
(II) The type of the fire-fighting trucks may be determined by the municipal, county (city) government according to the actual need and circumstance of the region.
II. Disaster rescue trucks, fire-fighting service trucks and fire-fighting helicopters:
(I) Disaster rescue command car: The head office of the fire department of a municipal, county (city) government may be equipped with 2 or 3 command cars, and each battalion (lochus) may be equipped with 1 or 2.
(II) Motorcycles: every 3 of the staff in a fire department shall be equipped with 1 motorcycle.
(III) The type and quantity of other disaster rescue trucks, fire-fighting service trucks and fire-fighting helicopters may be determined by the municipal, county (city) government according to the actual disaster rescue need of the region.
III. Fire-fighting equipments may be allocated by the fire department of municipal, county (city) government according to the requirements for operations and duties.
Article 5
In the fire department of municipal or county (city) government, firefighters in proper amounts shall be allocated for the fire-fighting vehicles and equipments pursuant to the following provisions:
I. Aerial ladder fire-fighting truck: 8~10 persons each truck
II. Water tower fire-fighting truck: 6~8 persons each truck
III. Chemical fire-fighting truck, water tank fire-fighting truck, foam fire-fighting truck, reservoir fire-fighting truck and pump fire-fighting truck: 5 or 6 persons each truck
IV. Rescue appliances car, fume exhauster truck, floodlighting truck, air compression truck, disaster perambulator car, chemical disaster disposal truck, on-site fire investigation car and emergency repair truck: 2 persons each
V. Disaster rescue command car: 1 or 2 persons each car.
VI. Other fire-fighting vehicles, fire-fighting helicopters, and fire-fighting equipments shall also be equipped with persons according to their performance and the operation requirements.
The above-mentioned number of persons may be increased in proportion according to the actual service conditions.
Article 6
In a municipality or county (city), 140 millionths of the population shall be allocated in the fire department to work in fire prevention, and this number shall be increased according to the type, purpose, height, area etc of the buildings in the area under the jurisdiction.
Article 7
The fire-fighting vehicles, equipments and manpower allocation required by each port, airport, exportation processing area, science and technical park and forest zone shall be determined by the relevant department according to the actual requirements and the operating conditions.
Article 8
This Standard shall take effect on the date it is issued.
